Maintenance Specialist III (RTLP Maintenance Specialist)
The Range & Training Land Program (RTLP) Maintenance Specialist performs complex (journey-level) maintenance, renovation, restoration and construction work at a Texas Military Forces Training Center. Work involves maintaining and repairing range facilities, roads, utility systems, and stationary equipment; grounds maintenance; operating motorized equipment; requisitioning material and supplies; and maintaining records. May train others. Reports to the Range Operations Manager/Base Operations Supervisor at Camp Maxey and works under general supervision with moderate for the use of initiative and independent judgment.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
* Performs ground maintenance and repair work such as grading, mowing, excavation, erosion control, and drainage control.
* Operates tractors, dozers, road graders, and other heavy equipment related to the maintenance of range/training areas and facilities.
* Performs vehicle maintenance and mechanical repairs.
* Repairs and maintains all range facilities, equipment, target devices and systems.
* Troubleshoots and fixes problems in electrical and mechanical operations of automated ranges.
* Performs inspections of equipment and operating machinery.
* Repairs electronic equipment and fabricates parts for repair.
* Identifies mechanical problems and determines how to fix the problems.
* Maintains and repairs machinery, equipment, systems or components.
* Maintains and repairs electrical systems, apparatus and electrical components of machinery and equipment.
* Calculates material and labor costs and orders parts and supplies.
* Maintains records on work orders and projects.
* Operates fire-fighting equipment, as required.
* May train others.
* Performs related work as assigned.
MINIMUM QUALIFICATIONS:
EDUCATION:
* Graduation from a standard senior high school or equivalent (GED) is required.
EXPERIENCE:
* Two years of experience in performing ground maintenance and repair work is required.
* Experience operating heavy equipment is required (i.e. tractors, dozers, road graders, etc.)
PREFERRED QUALIFICATIONS:
* Vocational training in heavy equipment operation is preferred.
* Experience performing vehicle maintenance and/or mechanical repairs is preferred.
* Wildland Fire Fighter Training (S130/190) is preferred.
* Range Operations and/or Range Safety Level II certifications are preferred.
REGISTRATION, CERTIFICATION OR LICENSURE:
* Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
* Must obtain required Wildland Fire Fighter Training certification (S130/190) within 12 months of employment.
* Must obtain Range Operations and Range Safety Level II certifications within 12 months of employment.
OTHER REQUIREMENTS:
* Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85.
* Selected candidates will be required to perform other duties as assigned, including, but not limited to, required training and working alternative shifts or locations, as necessary.
* The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization;

PHYSICAL/WORKING CONDITIONS
Ability to stoop, bend, crawl, lift, climb, kneel, stand, walk, sit, carry, push, pull, balance, reach, crouch, with good color vision and depth perception. Frequently lifts, carries, and sets up equipment and materials that weigh up to 40 pounds. Works inside and outside in areas that are usually dusty, dirty, or greasy, and often works in inclement weather conditions.

* construction, repair, maintenance, and operation of range facilities, equipment, and utility systems;
* maintenance and road construction practices and terminology;
* road construction materials, erosion prevention and reclamation procedures, storm water drainage;
* road construction materials, culverts, erosion matting, and proper usage of all;
* maintenance and repairs on buildings, vehicles and equipment;
* wildland fire and safety regulations; and
* environment regulations that apply to assigned Training Center.
Skill in:
* select appropriate tools and equipment;
* troubleshooting situations to determine appropriate actions to resolve problems;
* operating tools and equipment;
* heavy equipment operation;
* communicating effectively; and
* expressing information in a clear and concise manner.
Ability to:
* follow instructions;
* apply proper methods, techniques and procedures in the maintenance and repair of buildings and related equipment;
* interpret policies, procedures and regulations;
* analyze and solve problems;
* read and interpret drawings, diagrams, blueprints and specifications;
* draw rough sketches of proposed project;
* work from drawings, schematics, or sketches;
* organize preventive maintenance programs;
* follow through until projects and/or any corrective measures are completed;
* work in a team environment and establish effective working relationships;
* work in a military environment; and
* train others.
